（一）”双进工程”支持内容和标准。

　　”双进工程建设”包括家政服务网络中心建设、家政培训和菜市场标准化改造示范工程等项目。

　　1、家政服务网络中心建设项目：采取以奖代补方式予以支持，按照《商务部、财政部关于推进家政服务网络体系建设的通知》（商商贸发[2009]149号）要求在地级以上城市建设”家政服务网络中心”，经验收合格的，每个中心原则上按200万元的标准予以支持，但不得超过项目总投资的70%。

这段文字说明，各地先建设家政网络呼叫中心，然后就可以拿到国家的拨款。

也有人说，这是乱花钱。其实，国家也知道，很多地方是做政绩工程，很难达到实际效果。但撒下10颗种子，总有一颗会发芽。

投钱到这里，总比让一些单位拿去炒股票或者买房子强。

每个省也就3000万左右，全国也就不到10个亿。

但每个地方，建设家政服务网络中心，不仅会采购电脑、采购软件，而且会招聘人，来做坐席、管理，也促进了就业。

湖南某市妇联，发布一篇新闻，说自筹200万，地方财政支持200万，国家拨款200万。一共600万，不清楚该怎么花这600万。

不过，有一个确切的消息，家政服务网络中心可以做家政培训，国家对培训机构进行补助，东部地区，每培训一个人，补助1500元，中部补助1300元，西部为1000元。
